Whether this is legal depends entirely upon the Terms Of Service (TOS) of the provider. Note that, at least in the UK, there is no criminal law being breached in these circumstances.
As you seem to have discovered, there is no technical limitation on the practice.

There is nothing improper about using a single Internet gateway and then relaying from one location via point to point connections. These point to point can be wireless or wired. If connecting several buildings on your own property the building to building links can be wire or fiber you install yourself if that is prudent. Similarly, if the buildings are not all on your property, you can lease a point to point T1 (or faster) link to link buildings as the need may be.
This is totally legal and proper. Perhaps your ISP wants to sell you Internet sources at each location and wants you to use VPN to link the locations. While this will work, there are times when wireless radio is the proper and economic choice.
I presume your technical people determined the suitable mode of linking the buildings which included proper performance and lowest cost. This means they are doing their job properly.
